We're still working on that very incomplete network of bicycle infrastructure, and will be for the foreseeable future. Car-free streets down here are, of course, just a dream for now. Texas is definitely a place where cars rule, even in Austin. Now obviously, there's absolutely no comparison between the level of urban density in Austin vs. SF, but still...
